Seva Teerth Emerges as New Executive Enclave
The Seva Teerth complex, also known as the Executive Enclave, is located on Dara Shikoh Road, formerly Dalhousie Road, in the heart of New Delhi. The facility has been developed as part of the government’s ambitious Central Vista redevelopment project.
Designed to bring key decision-making bodies under one roof, the complex will house the PMO, the Cabinet Secretariat and the National Security Council Secretariat (NSCS), each in separate, dedicated buildings.
Phased Relocation Already Underway
The transition to the new complex has been gradual. The Cabinet Secretariat shifted to Seva Teerth in September 2025, while the NSCS is expected to relocate shortly, ahead of the Prime Minister’s move.
Officials say the staggered approach is intended to ensure administrative continuity and minimise disruption to government functioning.
Historic Significance of South Block
South Block has housed the PMO since India gained Independence and has long been associated with the country’s highest levels of governance. The move signifies a symbolic shift from colonial-era structures to modern administrative infrastructure.
Future Developments Around the Executive Enclave
Alongside the office complex, construction is also underway on Executive Enclave Part 2, which will serve as a new official residence for the Prime Minister. This development is located close to the main complex.
The Cabinet Secretariat earlier operated from Rashtrapati Bhavan, while the NSCS functioned from Sardar Patel Bhavan on Parliament Street.
A New Chapter in Governance
The shift to Seva Teerth represents a major milestone in India’s administrative evolution, consolidating key executive institutions within a modern, purpose-built environment.
Once completed, the move is expected to redefine how the country’s top leadership operates from the national capital.
